wineprefixcreate.in: Prompt user to run winecfg first

This is just a simple sanity check for inexperienced and forgetful
users (like myself) to remind to run winecfg before running
wineprefixcreate.  The reason is because windows directory and some
others are created by winecfg first and mapped to where the user wants
his drive c.  If you run wineprefixcreate then winecfg, the files and
folders are created where wine defaults to putting them..  It can be
overridden by just saying y when it asks to continue anyway.
