[advapi32/tests #5] Add check to see if SetEntriesInAclW is implemented

Hi,

SetEntriesInAclW is not implemented on win98. After this one we have 6 tests (in
fact more) skipped. I do think it's better to have 6 skips instead of 1 that
rules out all tests as most tests are NT+. It's a bit clearer now what's skipped.
