setupapi: Don't require a valid version section for INF_STYLE_OLDNT files.

The included test reveals what is going on here: a valid version section
is required when the inf style requested is INF_STYLE_WIN4, but when asked
to parse an INF_STYLE_OLDNT file Windows tolerates its absence.
