USER32: Patch 2 of 6: LB_DIR with standalone DDL_DRIVES implies DDL_EXCLUSIVE

A conformance test reveals that LB_DIR with just DDL_DRIVES inserts drives
and
nothing but. Therefore DDL_EXCLUSIVE is added internally in this case.
