WGL: add wglCopyContext support [attempt2]

Hi,

This is an updated version of wglCopyContext patch. Chris pointed out on IRC that we are delaying the creation of a GLX context. For that reason wglCopyContext could fail. I have added a check for that and some warning in case that happens. I expect not to see issues as in the last 7 years of Wine OpenGL support nobody stumbled on this function. Second it is quite useless in most cases to call it right after context creation.
