[3/6] WineD3D: Extend the gl extension function loading table with ext info

The notes in the patch speak about Leopard, but the issue also exists in a 
different flavor on other platforms, including Windows. Because of this we 
have to deal with it in wined3d, not opengl32 or winex11.
