shell32: symlink user's profile shell folders to xdg well known directories [2/2]

Hi,

This patch changes the behavior when we run wineprefixcreate, such
that if there is no "My Videos" subdirectory in a user's home
directory, instead of linking Wine's "My Videos" directory to $HOME,
we try to link to $XDG_VIDEOS_DIR first. Likewise for "My Music" and
"My Pictures".
