[4/6] WineD3D: Make the code aware of GL_ARB_texture_rectangle

This patch is rather big, but breaking it up would not make sense. It wouldn't 
help regression testing because the code isn't used until patch 6 is in, and 
parts of the patch alone are useless without the others because we would have 
broken partial support for this extension then.
