[ws2_32] silently ignore WS_IP_DONTFRAGMENT

Bug 9832 needs this to work, and I haven't been able to find an
equivalent flag in Linux, so just ignore it for now.

Changelog:
* Silently ignore the WS_IP_DONTFRAGMENT flag so that applications
that require it work.
