winex11drv: Ignore mouse move events when position did not change only when other events are present.

Some broken software relays on the fact that there will be no WM_MOUSEMOVE 
sent together with mouse clicks.

This is not guaranteed on windows - there are some forum posts indicating 
spurious mouse move events without position changes.

Fixes bug 9868.
