oleaut32: function kind for dispatch interfaces should be FUNC_DISPATCH (with test, fixes bug #9057)

The test is quite big but I thought it's good to test also other
attributes of ITypeInfo. (the generator can be also used as a
standalone utility to dump the typelib on Wine and Windows and diff
the results - that's how I found this bug).
