wininet/tests: Initial tests for InternetCanonicalizeUrlA

The Updater for the Adobe Reader does not detect the internet
connection.

The wrong size is from shlwapi.dll,UrlCanonicalize
Our wininet does not set LastError and pass the wrong flags
(0x80000000) to UrlCanonicalize (Native wininet: 0xa0000000)
