wined3d: Don't report filtering for WINED3DFMT_R32F

This should hopefully prevent apps from using filtering with R32F render 
targets, which is a major cause for slowdown. Although newer hardware 
(Geforce 8+) can handle 32-bit float filtering fine, so we should probably 
find a way to test for that.

It should fix the speed problem mentioned about my previous patch.
