ntdll[4/5]: manifests should be parsed as UTF-16 only if there is a BOM (with testcase)

Adding a parameter with the tests performed is needed for the next
patch. Using the BOM to mark UTF-16 documents is required by the XML
standard and it seems natural to avoid some heuristic tests for such a
low-level components.
