[PATCH 3nd try] tools/wineprefixcreate.in: create w32x86 and win40directory under spool/drivers by default

...otherwise GetPrinterDriverDirectory() returns a path which does not
exist.

I've discussed this issue with Detlef and he gave his ok for this patch...
