WineD3D: shader detection improvements 1/3

Hi,
Use hardware shader limits instead of driver limits. This in the end will allow us to detect ps2.0/ps3.0 properly and second it should prevent software fallbacks (ATI is offering insane driver limits 2^16 compared to a hw limit of lets say 512).
