RFC: Supporting HWND_TOPMOST windows in user32 and server.

The attached patch should make user32 and the wineserver accept and 
store HWND_TOPMOST for the previous window of a window, like we do for 
HWND_TOP and HWND_BOTTOM.

Are the places I've changed in the patch sufficient, or are the other 
places that need to be changed? How much of the burden of keeping the 
window at the top of the Z-order stack can be offloaded to the display 
driver?
