[PATCH 1/7] gdi: Remove support for libicu handling of bidi

This series of patches add a slightly modified version of the reference
implementation by unicode to handle bidirectionality. The tables exposed
by wine are unfortunately incomplete, so to make destinctions between
types the win32 api considers the same I had to hardcode some values.
Also the mirroring property cannot be implemented, since wine's unicode
tables currently don't expose the mirrored symbols.
