services.exe[1/3]: add a new program

Dan Hipschman fixed the bug in widl that made the OpenSCManager fail
so I can send clean patches. The first three patches don't add any new
features but only makes advapi32 connect to services.exe on every
OpenSCManager (and the database name validation is now done in
services.exe so we see that it works) and disconnect on
CloseServiceHandle. The fourth is not yet ready to apply (I send it if
someone would like to comment on it) as widl generates an invalid code
that if not fixed manually advapi32 will crash on every call to
CreateService.

The first patch adds an empty new program.
