As Rob Shearman have noticed the RpcServerInqBindings is not needed
(it was because in the sample I was basing on the endpoint was
registered in the portmapper. I've removed it but haven't noticed that
that RpcServerInqBindings can be also removed) and has been removed,
I've removed the reduntant [string]s from the idl and added locking
for the handle table access - even if we would pass 1 to RpcListen as
the maximal number of RPC threads, the documentation says this is only
treated as a hint so we need serialize the access.
