services.exe: move OpenService, CreateService and DeleteService to services.exe (not ready for commit)

I resend this patch (even if there are still bugs in widl that
requires to manually patch the produced files) not only if someone
would like to review the new handle table locking but also as it sets
properly the default ObjectName to LocalSystem what is needed by some
SafeCast protected programs like Photoshop CS2 and Framemaker 7.2.
This with some other patches (see bugs #7882 and #8191) allows to test
these programs.
