[3/7] WineD3D: Deactivate GL_FRAGMENT_SHADER_ATI before deactivating a context

This is a workaround for a bug that is fixed in Mesa HEAD, but will still 
affect users of older drivers and break the device and stateblock tests. 
Commit it if you like it, otherwise I'll send it to /dev/null as well.
