d3dx8: Implementation of D3DXGetFVFVertexSize with tests

This function is implemented on d3dx8. All wine d3dx9_xx files forward 
the function to it.

Therefore, several tests have been implemented in d3dx9_36 for this 
function and all have passed successfully.
