Bug compatibility - SetWindowPos with TOPMOST on a child window

Please disregard the previous patch of the same name. It had a bug. I'll 
send a patch to the test cases tomorrow or the day after.

   * Make SetWindowPos return success while doing nothing if application 
asked to make a child window topmost.

   * Needed in order to get ERViewer 
(http://www.ermapper.com/productview.aspx?t=160) file dialog working
