shlwapi/tests: improve the way that the UrlCanonicalize tests report failure.

This patch makes it easier to add UrlCanonicalize tests that don't
work in the current version of Wine and improves the error
reporting/diagnostics to make it easier to track down failures.

This also re-enables the commented out URL and moves the LimeWire test
into the TEST_CANONICALIZE table, flagging them as todo_wine.
