quartz: Make the file source support requesting multiple samples

This fixes the fixme on the file source by creating a separate handle
for the amount of samples in the allocator, according to msdn after
connecting this number isn't allowed to be changed, so we can use that
info for preallocating the handles. This makes WaitForMultipleObjects
a lot easier.
