server: return active window if foreground window is set

This patch gets past bug 5402 "Trying to run PhotoStitch 3.1" but it 
unfortunately runs into another problem.  It also fixes a problem 
reported in bug 5844 with uTorrent where the window appears as a border 
and transparent contents.  uTorrent now minimises and restores correctly 
to the taskbar and to the systray.

The comment in the code indicates that the foreground window is active 
window of the active thread.  Seems logical the active window handle 
should be returned at the same time.
