shlwapi/tests: add 'res:' protocol tests for UrlCanonicalize.

The res: protocol is handled differently in UrlCanonicalize. This is
an attempt at documenting this difference in the tests, so that when
fixed, the Oberon/MSN games should at least display the HTML splash
page (which works when using native shlwapi).
