user32: Post the WM_KEY{DOWN|UP} message when WM_IME_KEY{DOWN|UP} message is generated by IME.

The PeekMessage, GetMessage CAN CATCH this WM_KEYDOWN message.
I think this problem don't need the test code.
This problem is very simple case and clearly.
