[advapi32 5/6] Prevent a crash when passing an allowed NULL parameter

Hi,

The next test does some parameter checking that doesn't crash on Windows
but does on Wine.

(The fix is not 100% correct, but that will be changed once implemented.
For now it mimics the old behaviour as best as possible).
