d3dx8 [patch 2/2] Use relative errors instead of absolute errors to avoid rouding errors (Resend)

Although the patch about removing loops in d3dx8.math.c is useless following
Dan Kegel, it could be useful for coming implementations to take care of
rouding errors.
So, I think that this patch is still useful.
