[advapi32/tests] Don't test unimplemented functions

Hi,

(Doesn't rely on the previous advapi32/tests patch)

This patch makes the advapi32 tests run again on win95 and fixes the failures on
win98/me as GetSecurityInfo is not available on win95 and not implemented on
win98/winme.
