Opengl32: add a WGL_ARB_create_context / OpenGL 3.0 test

Hi,

This patch adds a test case for WGL_ARB_create_context which is required for OpenGL 3.0 support. While there are no Linux drivers which offer GLX_ARB_create_context or OpenGL 3.0 this test is useful to collect test results as there are some serious WGL changes. For a change test results could also lead to Windows opengl 3.0 driver bugfixes since OpenGL 3.0 isn't widespread yet.
