patch for gdi32

Hi Wine Hackers,

I have a patch to submit, however, for the following reasons,  I did
not submit a patch directly to GIT:

1) I am not a registered / active developer of Wine;
2) The patch has two flavors which needs expert decision to choose from;
3) I am not familiar with GIT.

I hope some experts, or developers in charge could spare 10 minutes to
read the attached document (2 pages, pdf and odt versions are same)
and give me a reply.

Summary about the patch:

MODULE: gdi32.dll.so
SOURCE: freetype.c
PROBLEM AREA:  Incorrect display of Chinese (CJK) text.
