[quartz/tests] Fix test failures on Win9x by using A-functions

Hi,

I hope this one is not too ugly. It's needed to pass (correctly in some cases, a
lstrcmpW will fail always on Win9x and thus defeats some tests) on Win9x.

We could of course skip a lot of the test as well.
