[msvfw32/tests] Fix a test failure on W2K3 (Try2)

Hi,

(Changed the error message and the top comment).

Pick a compressor that's available on all platforms for this compressor type.
Ideally we would use ICInfo to enumerate and pick one that's available but I
think that's a bit too much for now.

(This is the last one to fix the regressions in the conformance/regressions
tests on my boxes from the last commit round ;) )
