winecfg: Audio hardware acceleration cleanup

"Standard" and "Basic" settings for "Hardware acceleration" in the winecfg 
audio tab do not differ from "Full" setting (search for ds_hw_accel in the 
code). Disable these settings for now since this only confuses users.
