WineD3D: p8 improvements 2/4

Hi,

Make sure the palette is reloaded on a color key change. This fixes the ddex5 sample from the dx7 sdk. The downside is that the surface needs to be reconverted which kills performance. In case of hardware palette support this is not needed, another patch will add that code.
