[8/8] DDraw: Some drivers return a refresh rate of 0

There was the idea of setting the dwRefreshRate to some garbage value and 
checking if it was set to 0. However, this is a callback function and the 
lpddsd structure is provided and initialized by the runtime

So just disable the test
