[advapi] Fix AES Provider Handling for Windows XP

The Patch contiains fix for the difference in the AES Provider in
Windows XP and 2003 Server.
This Patch checks if the Program is calling using the Windows XP or
2003 Server Provider Name, in the both cases It will use the 2003
Server Provider Name as defined in PSDK.

The Application currently affected is Word Viewer 2003, its unable to
open encrypted files done in XP  with AES Provider.
