winecfg: allow theme colour names to be case insensitive when reading them from a file.

This patch allows the entries in the theme file for the colour names
to have different casing to those in the registry.

This is especially needed when COLOR_APPWORKSPACE is supported in
winecfg (coming in a later patch), as it is stored as AppWorkSpace in
the registry, but is usually referred to as AppWorkspace in the theme
file.
