[advapi32/tests] Only use functions if they are implemented

Hi,

Added some verbosity to the GetProcAddress stuff. The skips prevent the
crash(es) I'm seeing on win95.

This crypt.c is full of tab/spaces mixtures. Worthwhile 'fixing' ?
