[kernel32/tests] ReplaceFile[AW] doesn't exist on win9x

Hi,

This makes the kernel32 tests run on win9x again.

I'm not sure if we can also remove:

26 /* ReplaceFile requires Windows 2000 or newer */
27 #define _WIN32_WINNT 0x0500

from file.c as we are not using the function directly.
