[msi/tests] Services are not available on win9x

Hi,

Skip this test if services are not available (win9x). I've toyed with the fact
whether I would make this test act differently on win9x but opted for the
simplest solution.

Tests still don't succeed on win9x due to calls to missing functions. Tests also
don't succeed (before and after this patch) on my Wine system.
