[advapi32/tests] Skip tests when our language isn't LANG_ENGLISH

Hi,

'Everyone' won't work on other locales. Fixed 10 failures on some of the tests.

We could probably fix this by using CreateWellKnownSid(1, ..) and then retrieve
the name associated with the SID but I'm not sure if that's suitable for these
tests. Anyway, this is much easier and it's not that we have a huge amount of
test failures.
