GDI32: GetPaletteEntries should not filter peFlags (test included)

Hi,

At the moment GetPaletteEntries filters peFlags but a testcase indicates that this behavior is not correct. DirectDraw/3D uses PALETTEENTRY and sometimes it stores e.g. the alpha component inside it. This fix prevents rendering bugs in such cases.
