Resend pdh[3:3]: remove unnecessary test done in PdhLookupPerfNameByIndexW

Here 2 test have been removed from PdhLookupPerfNameByIndexA because 
they are done in PdhLookupPerfNameByIndexW and the variable machine is 
passed to PdhLookupPerfNameByIndexW.  The calls now check out of memory 
condition.
