configure: add a check for Cocoa framework

I know you said you wanted to avoid Objective C if at all possible so
that does not rule it out. I don't know if we can actually use Cocoa
with just plain C but I wanted to go ahead and send this anyway as the
current winequartzdrv fork depends on it. I did not send along the
Makefile changes as there is no point in actually linking to it in
Winehq without the code being there. Anything to reduce the size of
the diff, plus I am assuming we are going to need it later on...
