[PATCH] 3/4 Gdiplus: GdipDrawArc in graphics.c does not return InvalidParameter for non-postive values of height and width [RESEND]

-added two checks for either non-positive height or non-positive width
-added conformance tests for invalid parameters (Win XP SP2 and Ubuntu 7.04)
