comctl32: rebar[2/4]: invalidate children in CalcHorz/VertBand

  We invalidated the new positions of the bands and only later moved the 
child windows there. This sometimes caused the children not to be 
redrawn. After this change there is no need for InvalidateRect in 
REBAR_SizeToRect.
